Prime minister Tony Blair is planning a series of reforms to curb sleaze scandals in Labour-run local authorities, the Express on Sunday claims (page 10).

These include proportional representation, a 50% reduction nationwide in the number of councillors, paying salaries to a core of full-time politicians, and banning councillors who refuse to take lessons in finance and management.
