In a column in The Daily Telegraph (p19) Labour leader Tony Blair stakes his claim to the legacy of Margaret Thatcher.

Writing about education matters, he says:

'The education system needs to extend the excellence we offer to the elite to the majority.

'That is why we risked controversy among the teaching professions last year with plans to raise the quality of teachers and especially head teachers, and why judge and jury for LEA performance should be the extent to which they help raise standards.'
