Education secretary David Blunkett today promised to give big pay rises to teachers who 'add value' to their pupils' education.

The Evening Standard reports that Mr Blunkett made clear his determination to press ahead with performance-related pay despite threats of of industrial action.

He told delegates at the Association of Teachers and Lecturers' conference that the new salary regime would be fair and rigorous but not excessively bureaucratic.

Mr Blunkett said: 'The proposals ... are about changing the pay structure to reward strong teachers and make teaching more attractive.

'I urge teachers to work with us and help us make this change.'
