The local authority associations have criticised central government's 'piecemeal' approach to regeneration in their own 'white paper' on the issue.

Policy being developed by the associations (LGC, 16 August) insists that specific regeneration budgets should be seen as minor elements in a programme which gears all public expenditure to support regeneration strategies.

Launching the New deal for regeneration report this week, John Harman, chair of the associations' urban policy group, said regeneration had become an 'unpredictable lottery'.

The associations have asked for comments on their proposals.
