Local government minister David Curry told the Commons that under the government's proposals for 'fairer access to local authority and housing association tenancies', people from abroad who have no entitlements to benefits will be barred from assistance under the homelessness legislation or from local housing authority waiting list registers (WA 20 Nov col 42).

This includes people who have sought asylum after entry to United Kingdom and those whose applications for asylum have been refused by the home secretary, he said.

The government intends to bring forward legislation to implement the proposals in the this session.
