Transport for London is alienating the capital's boroughs over its handling of the congestion charge, the Association of London Government has said.

In its evidence to the Greater London Authority's transport committee, association representatives said the timescale for implementing the charge meant TfL neglected to consult the boroughs properly. It had also excluded boroughs from the process of modelling the charge.
