Age Concern has warned the elderly will suffer this winter if Essex CC does not change its cost-cutting plans, reports the East Anglian Daily Times (p1).

The council's social services department is trying to curb a predicted £5m overspend which it blames on government underfunding.

But health secretary Virginia Bottomley said, during a visit to Harlow on Friday, said the council should have managed its budget better.

'The Audit Commission say local authorities must plan. There are 12 months in the year. They must make sure they take on responsibility in a managed way, in exactly the same way as the health service has to.'
