Brent council in north west London was not prepared to accept blame for the death of John Sheppard, 72, who lay dead in his local authority flat for three years before being found, reports The Times (p8).

But the council admitted it was seeking Mr Sheppard's eviction for unpaid rent.The body was found by workmen who went to repair a water leak. Police helped a plumber break in and found Mr Sheppard body on the kitchen floor.

A post mortem failed to discover the time or cause of death. The last date crossed off his calendar was 22 December 1989 but police found receipts dated up to June 1990.

Brent council said Mr Sheppard was 'a reclusive man who was rarely seen around the estate'.
