A warning about the dangers of dogma was issued by Bromley LBC Chief Executive Nigel Palk, at the IRRV conference .He told delegates that councils pursuing an enabling role could easily end up pursuing some of the dogma 'to ridiculous degrees'.
Mr Palk claimed his council, which has been at the forefront of countracting out, has achieved savings of £13 million a year - more than two thirds of it through voluntary competitive tendering.
However, the concept of the enabling authority meant much more than simply contracting out services. It involved listening to the public and taking action to meet social objectives.
Danger came from the temptation to set up unnecessary trading accounts and breaking the council into so many business units it became too fragmented to operate efficiently, he said.
