Gordon Brown has underscored his budget's centralising message by insisting the public sector can only be trusted with more cash 'if strings are attached'.

There has been widespread concern in local government at the way a 6% increase in funding for social services will only be received in full if councils hit targets on bed blocking.

But the chancellor told a Unison conference: 'There can be no blank cheque. We can only deliver world-class public services if strings are attached and we change, update and modernise.'
