Environmental standards, devolution and social inclusion are vital to successful, economically vibrant communities, according to the chancellor.

Gordon Brown told delegates at the Sustainable Communities Summit in Manchester that macroeconomic policy had moved from simply a concern about high and stable levels of employment to a concern about sustainable communities.

He said: 'Finance ministers faced with the challenge of environmental degradation and the need for sustainable communities, internationally and nationally, have to ensure economic, social and environmental policies are far better in balance than ever before.'
