The amount of assets which an elderly person can hold and still qualify for state-supported residential nursing care is expected to be doubled from £8,000 to £16,000 in today's budget, predicts the Financial Times (p1).

Education spending will rise and will trigger a significant lifting in the cap on the council tax, so that local authorities are not constrained from passing the funds to schools.

The roads programme and grants for housing associations will be hit by public expenditure cuts, the paper says, with private sector finance replacing government funding for many capital programmes such as roads building.
