Trade and industry secretary Stephen Byers was due to meet EU competition commissioner Mario Monti this week in a bid to win Brussels approval for the UK's assisted areas map.

Approval for the map, which helps determine how European aid for depressed regions is distributed, has been delayed because the government wants to base the map on wards, rather than districts or 'travel to work' areas.

Ministers believe this will allow funding to be better targeted at the areas in greatest need. But the European Commission fears it undermines its efforts to concentrate aid on fewer areas.
