Plans by Rotherham MBC to set up a cabinet-style executive body to replace the old committee system have been put on hold after a councillor questioned whether the move was lawful, reports the Sheffield Star.

Michael Clarke, a lone member of the Conservative party at the council, claims a major reorganisation needs the approval of all members and he has no intention of agreeing.

'My main fear is that the powers of the council will be in the hands of very few people,' he said.

Keith Billington, leader of the council, confirmed the reorganisation had been put on hold pending legal advice.

'I can give an assurance that we will do nothing illegal and we will be taking more soundings before we make any changes,' he said.
