Councillors may have to wait until the millennium to introduce cabinet-style structures following the death of the Hunt Bill.

The government is expected to include provisions for new council structures in the local government white paper expected this summer, with legislation outlined in the Queen's Speech in November.

But such legislation is unlikely to reach the statute book until autumn 1999 and guidance may further delay it. The Department of the Environment, Transport and the Regions is said to be keen to see new structures introduced.

The Local Government Information Unit in its response to the Modernising local government consultation paper is urging the government to ensure the Hunt impetus is not lost.
