A report calling for the government to relax regulation and allow local people to make the best use of public funding to regenerate deprived areas has been welcomed by planning minister Richard Caborn.

Social enterprise zones proposes rewriting regulations to target more public expenditure at regeneration. It says such zones could actively engage residents in preparing a strategic plan covering social, welfare, health and education issues as well as job creation and economic development.
