Tony Blair and his cabinet should be responsible for reining in special advisers such as disgraced spin doctor Jo Moore, a top civil servant has said.

Sir Richard Mottram, permanent secretary at the Department for Work and Pensions, was giving evidence to the Wicks Committee on Standards in Public Life.

He was in charge at the former DTLR during the Jo Moore affair which dogged the department for so long because Ms Moore's status as a special adviser put her in a different position from civil servants.

Sir Richard said: 'In a case of that kind I think it is the secretary of state and the prime minister who are responsible and not the permanent secretary.'
