In Scotland on Sunday Angus Calder says the Scottish Arts Council should be abolished and responsiblity go to local councils (p13).

Describing the arts council as an unaccountable and undemocratic quango, he argues that the Scottish vote on Stepember 11 was for greater people-power and the the public should be questioning the 'wholly undemocratic process' by which arts funds were distributed.

He says the Scottish Arts Council, controlled via Westminster, automatically applies a large proportion of money to opera.

'I suggest seriously that Scottish Parliament 2000 should do away with the Scottish Arts Council and make it incumbent on local authorities to spend a given, sizeable percentage of all funds on 'arts and recreation.'
