Gwynedd CC has urged the Welsh Office minister, Jon Owen Jones, to change the formula for allocating finance to rural councils, reports The Western Mail (p6).

John James, the council chairman, said the present complex formula did not make sufficient allowance for the high costs of providing services in sparsely populated rural areas or seasonal fluctuations in population.

At a meeting with the minister, Mr James described the formula as unjust and said it was costing some of Wales's poorest areas millions of pounds each year.
