The Labour party's ruling national executive committee yesterday called for the scrapping of the system of proportional representation which saw the party perform badly in last month's European elections.

The Times (p4) reports that the NEC wants Jack Straw, the home secretary, to draw up a new system for the next European elections in five years.

The party will also suggest that every five years May's local elections are delayed a month so that they can be held on the same day at the European elections as a way of boosting turnout.
