The Association of Metropolitan Authorities has called for stronger powers for education authorities to intervene where locally managed schools are not achieving expected standards, the Times Educational Supplement reports (p9).

In a document on the future of LMS, the association suggests school heads should be answerable to chief education officers.

The report says there is need for a better balance between the democratic freedom of schools, and accountability in providing a key public service.
