A report advocating new models of political leadership ranging from directly elected mayors to a Cabinet system of management was published yesterday, reports The Independent (p4).

The report, by former leader of Lewisham Steve Bullock, and Professor Robin Hambleton of the University of the West of England, argues that a new separation is needed between the political leadership which runs the council and the elected assembly of other councillors, which can then hold a more visible, dynamic and powerful leadership to account.
