Suffolk CC chief executive Lin Homer said English devolution could be a boon if it simplified the structures rather than complicated them.
She said: 'What we've got at the moment is a mess. There are hundreds and hundreds of layers of complexity
. . . it's got to be more straightforward than that.'
She added: 'We're wringing our hands and asking will [English devolution] take away our power. We say the people don't want it, but in that case they don't want democracy.'
