Housing charity Shelter has called for housing benefit to be extended to homeowners on low incomes, The Times reports (p24).

Under present rules, homeowners only qualify for income support if no one in the household is working more than 16 hours a week.

Shelter director Sheila McKechnie accused the government of pursuing an 'irresponsible policy' of promoting home ownership without making sure there was a safety net to rescue those homeowners who might get into difficulties.
