The Cullen report into the Dunblane killings doesn't address the question teachers most want answered, writes The Independent (p4) - how much extra money will there be for school security?

Councils will have to find 40% of the cash to match the government's promise of 'substantial additional resources' from April next year.

David Hart, general secretary of the National Association of Head Teachers said: 'The government has got to stop pussy footing around and say unequivocally that it will provide 100% of the cost of improving security out of brand new money.'

The Times notes (p4) that Lord Cullen emphasised in his report that schools must not be turned into little fortresses.

He provided a checklist of measures to improve classroom security.
