The Ham & High (p17) reports an ingenious double-bluff on the part of Camden LBC. Recent decisions indicate that the council is hoping to increase congestion on its roads, making driving so unbearable that drivers will be forced on to public transport. The RAC describes the strategy as 'negative'. But on Tuesday, members of the council's environment(executive) sub-committee supported a scheme to close streets across Westminster despite its serious knock-on effects in Camden.

The H&H quotes from a report drawn by the council: 'General traffic may incur extra journey times which could have a beneficial effect in restraining traffic.' A spokeswoman for Camden denied the hidden agenda, but admitted that recent decisions might have the desired effect.
