Teams of volunteers are to patrol the streets monitoring litter louts under a pilot scheme set up by Canterbury city council, the Daily Mail reports (p23).

The paper says that the scheme is likely to be followed by others in the new year and it has advertised for members of the public to become street monitors.

Environment Secretary John Gummer is to announce the patrols amid a fanfare of publicity, claims the Daily Mail.
