Despite the capital's claim, its night life fails to measure up to its twin cities - Stuttgart in Germany and Nantes in France.

Wales on Sunday (p10) carries a comparitive feature after 43 chief constables from England and Wales last week urged the home secretary to scrap the current licensing laws and allow all-day drinking in bars, clubs and pubs.

Cardiff's representative at the fourth National Conference on the 24 Hour City, cllr Neil Salmon, said:

'The emphasis should be on 24-hour cities not just 24-hour licensing. We want a city which is welcoming to all.'
