Cardiff CC has won a Campaign for Freedom of Information award for its 'unique' approach to public registers of members' expenses and trips.

The council maintains one register of applications to attend conferences and courses - including those rejected by the chief executive and leader - with details of fees, accommodation, travel and subsistence costs, and the anticipated benefits.

A second register, also on permanent display, records offers of hospitality or gifts, whether accepted or not. The Freedom of Information Campaign said in most councils details about expenses were difficult to obtain.

'Few people know about their rights and those who do sometimes have difficulty persuading councils to release the information, which contributed to suspicions about junketing,' a spokesman said.
