Joyce Redfearn, the new chief executive of Wigan MBC, has started work. She was previously chief executive of Gloucestershire CC. Ms Redfearn replaces Steve Jones, who has retired.

Simon Driver has been appointed chief executive of North Lincolnshire Council. He has been deputy chief executive at the council with special responsibility for governance issues since 2003. Before this, he was director of corporate affairs at the council. He replaces Michael Garnett, who retired earlier this year.

Angela Warburton has been appointed assistant chief executive at Corby BC. Ms Warburton has been working on secondment at the council for the past 15 months, as part of an improvement programme promoted by the Office of the Deputy Prime Minister. She was previously neighbourhood

co-ordinator at Doncaster MBC.

Ian Lievesley has been appointed strategic director (corporate and policy) at Halton BC. He is currently deputy corporate director of (policy and performance) at Staffordshire CC. Before this he was assistant chief executive at Halton. He starts work in August.

Diana Terris has been appointed deputy chief executive at Halton BC. The new role is combined with her current position as strategic director (children and young people) at the council.

Peter Butcher, policy director at Harborough DC, has retired. He joined the council in 1975 as an election assistant. He rose through the ranks to become a chief officer and then director.


Gerald Balabanoff has been appointed interim head of legal services at Tunbridge Wells BC. He was previously borough secretary and solicitor for Harrow LBC. He replaces Martin Harris, who

has retired.

Dorothy Birtwell, legal officer at Ribble Valley BC has retired. She joined the council in 1974 as a typing supervisor. Before her current role, Ms Birtwell was legal executive at the council.


Matt Dunkley has been appointed director of children's services at East Sussex CC. He is currently assistant director of education (strategy & resources) at the council. Mr Dunkley replaces Denise Stokoe, director of education and libraries, who retires in August.


Keith Hinkley has been appointed director of adult social care at East Sussex CC. He has been acting director of adult social care at the council since January. Before this, he was assistant director of adult social care. Mr Hinkley joined East Sussex in 1992 as a social worker, and went on to hold a variety of posts in social services, including learning disability group manager and head of commissioning.

Earl Dutton has been appointed assistant director of older and physically disabled people in the adult services directorate at Hertfordshire CC. He has been head of services for older people and disability at Lambeth LBC for the past eight years. He replaces David Robinson, who has become project director (office accommodation) at the council.

Alexis Jay, chief social work inspector at the Social Work Inspection Agency, has begun work. She was previously director of social work services at West Dunbartonshire Council. Ms Jay is on secondment from the council for 18 months. She is also president of the Association of Directors of Social Work.

Jessica Chappell has been appointed head of children's disability services to take the lead in creating an integrated service for children and young people with disabilities at Southwark LBC. Ms Chappell has been seconded to the post from the council's education department, where she is head of mainstream support services.


Nigel Hails has been appointed director of neighbourhood services at Newcastle City Council. He has filled the post in an acting capacity since February 2004. Before this, he was general manager for design and construction services, part of the neighbourhood services division at the council.


Sam Higginson has been appointed communications officer for social services at Lincolnshire CC. He was previously marketing and public relations officer at North East Lincolnshire Council, where he was involved in the council's handling of publicity regarding the Soham murders.


Colin Moone has been appointed head of housing at Waltham Forest LBC. He was previously assistant director of housing at Brent LBC. He replaces Jim Wintour, who is now managing director and head of paid service at Gravesham BC.


Vince Gilbert has been appointed head of highways at Hertfordshire CC. He has been managing director of highways at Norfolk CC since 2002. He joined the council in 1998 as a commercial manager for its highways contractor's commercial organisation.


Chris White has been appointed to the board of the Audit Commission. He is currently chairman of the Local Government Association Regeneration board.
