In Wales, local government minister Gwilym Jones announced a climbdown on plans to reintroduce CCT in the principality from the beginning of the next financial year.

The government had been made aware that some councils were continuing to have operational difficulties in complying with a start date of 1 April, he said.

As a result, all local authorities would be given an extra six months' leeway to 1 October 1997.
