The Daily Telegraph (5 May, p4) in a one-page feature profiled the challenges facing the new Labour cabinet, including transport and environment secretary John Prescott.

The new super-ministry over which Mr Prescott presides has given him the power to integrate environment, energy and transport policies, but Labour's commitment to the environment will be tested by issues such as the Salisbury Bypass.

Transport minister Gavin Strang will need to review the road-building programme which has stalled, and Labour may bring forward several projects, the feature says.

Labour will face pressure from some local authorities to give them powers to combat traffic congestion, such as new taxes.
