Any changes to the council tax system in Scotland should be about establishing a fairer and more equitable system rather than punishing middle earners Cosla's finance spokesperson John Pentland said today.

Cosla has called for a long time to have a more equitable council tax system coupled with a re-banding of all properties in Scotland.

Mr Pentland said: 'In our recent evidence to the local government committee's inquiry into local government finance Cosla called for an increase in council tax bands from the current 8 to say 10 or 12 primarily in the lower bandings which would benefit those on lower incomes.

'We also suggested a revaluation of properties in Scotland in line with those going ahead in England and Wales. Properties in Scotland have not been revalued since 1991 and Cosla feels that Scotland should not be left on the back foot on this one.

'Cosla would welcome any commitment by the executive to look at our suggestions but given that this could have financial implications for every council tax payer in Scotland we would urge ministers to err on the side of caution and fully research any proposals before implementation.'
