The Daily Mail's money pages (p47) runs a feature on cheap home contents insurance available to council tenants.

The paper uses the example of pensioner Hettie Brumely, who was one of the first on her estate to join Sheffield City Council's scheme last October.

The Mail says that councils can offer cheap cover because insurers take the average risk across all council and ex-council properties, rather than rating each home individually.

This means, says the paper, that people living on troubled estates which insurers are normally loath to cover, or do so only with very high premiums, are included in the scheme.
