The north Wales child abuse tribunal is still not ready to publish its report, which will have recommendations for social services, more

than a year after it began writing it.

The inquiry into allegations of abuse at children's homes in the former Welsh county of Clwyd began in January 1997 and ended in May 1998. A report has yet to appear.

Tribunal press officer David Norbury said the report was 'substantially ready'. The tribunal may recommend a national childcare strategy.
