A social services Inspectorate report yesterday found that black and Asian residents of children's home are being ignored by staff and recommended that councils train staff to help children appreciate the realities of living in a multicultural society, the Guardian reports (p9).

The report drew from inspections of 33 children's homes in 11 authorities. One in ten of the children were non-white. Two councils had attempted to create a multicultural ambience but in some homes staff had failed to check racial jibes.

The authorities inspected were: Calderdale, Cleveland, Coventry, Devon, Kent, Lancashire, Wirral, Wiltshire, Wolverhampton, Southwark LBC and Westminster LBC.
