The Scotsman (p6) reports that thousands of people whose homes are in urgent need of repair will continue living in poor conditions because of a switch in funding priorities by local authorities.

A survey by the Chartered Institute of Housing in Scotland shows that 26 out of the 30 councils who responded had reduced the amount of money allocated to private sector housing improvements in the current financial year.

The survey found that the money has been redirected towards other services, mainly education, social work and roads and transport.
