The Observer (p3) claimed that a bitter row is about to break out between the two leaders of the government's drive to improve standards in schools.

It claims that the chief inspector of schools Chris Woodhead is furious that an Ofsted report praises Birmingham local education authority. The authority is run Tim Brighouse, a strident critic of Ofsted.

The Observer says that the unpublished final report of an Ofsted investigation into Birmingham begins with unqualified praise for the education authority, describing its work as 'a success story'. However, the report also 'littered with comments directly attacking Prof Brighouse's educational vision', it adds.
