Cleveland CC has hit back at what it calls 'a tirade of indefensible and unsubstantiated abuse' by Environment Secretary John Gummer.

Mr Gummer criticised Cleveland's reorganisation campaign at the Association of County Councils conference yesterday.

Mr Gummer's singling out of Cleveland 'underlines the reality that this now totally discredited review has been a witch hunt from the very start,' county council leader Paul Hurford said.

He accused Mr Gummer of using 'smear and smokescreen' to avoid answering the question why house to house consultation had not been carried out in Cleveland, Avon and Humberside.
