Teesside only needs one authority to secure effective running of services, said Cleveland CC in a report sent to John Gummer, environment secretary last week.

The document includes costings arguments over the commission's proposals and reproduces supportive articles from the local press. A petition signed by members of the business community, the education, health and voluntary sectors is also included, protesting that a non- unitary option for Teesside would leave the area 'weak and divided'.
