The forthcoming white paper will set out a 'ladder of involvement' as to how citizens could engage with councils, the communities and local government secretary has announced.

The framework will give people the opportunity for different levels of participation and engagement in local issues.

Ruth Kelly discussed three 'rungs' of involvement, which will give local people choices - to access information on what is being planned in the area, the ability to trigger action when service providers fail, and the option for some community members to join community groups.
