The Sunday Telegraph columnist Christopher Booker warns of the EU's strategy to break Europe into regions as a means of bypassing, and marginalising, elected governments.

Already groups of councils in England had joined up with the European Commission to try and lay the foundations for regional government, he said.

Councils in Sussex and Kent had met with the Commission to discuss promoting regional identity for South-East England, for example.
