It would be a travesty if the new Schemes of decentralisation mean that councils continue to do what they are doing already, says Danny Cepok, a decentralisation officer with Central RC, writing in The Scotsman (p14).

Local or area committees where members of the community are not just spectators but take part in the meetings, is the answer he says.
