Former Department of the Environment local government finance specialist John Smith has been appointed to the Competition Commission's reporting and utilities panels.

Mr Smith is currently a principal consultant with Indepen Consulting Limited. His earlier career spans both the privatised water and rail sectors

and the Government Economic Service. From 1990, he was successively, director of

regulation at Anglian Water and then director of regulation and government at

Railtrack plc and led work on successive price reviews. Before joining Anglian, he

held a number of positions in local government finance and environmental protection

in the DoE. He is co-author of a 2003 report, for Defra and

Ofwat, on the implications of changing financial structures in the water industry.'

Consumer minister Gerry Sutcliffe said:

'An effective competition regime is essential in order to help drive

forward a productive and innovative economy.'

The appointment is for eight years. The pay for these posts is£300 per day for a time commitment of one or two days per week.
