Extending competition across all council services will be a key to successful implementation of best value, according to Scottish local government minister Malcolm Chisholm.

Speaking at the Association of Direct Service Organisations annual seminar in Aviemore, Mr Chisholm said competition was essential to the government's approach to best value and this 'must apply to all council services, not simply those subject to CCT'.

He said: 'ADLO has considerable experience of delivering value for money through competition . . . [its] expertise should assist councils in extending these disciplines.'
