The Conservatives have kicked off their local government election campaign with a declaration that they have transformed their approach to local politics, reports the Financial Times (p8).

The Tories have made 55 net gains in council by-elections since last May and the next round of elections in May this year offers more opportunities.

A crucial test, says the paper, will come in the party's flagship councils of Westminster and Wandsworth LBCs, where the Conservatives will be determined to retain control.
