Employers and unions have issued joint advice to reorganising councils in the south-west not to seek help from outside consultants in the transition to unitary status.

Advice sent last month by the South Western Provincial Council said: 'Resources exist within councils to provide the necessary expertise.'

Albert Lampey, employers secretary for the region, said the money paid to consultants can be more usefully spent within the council, and that reorganisation in Avon last year was successfully achieved without outside help.
