Local government will be hit by nine major consultation papers in the next few months.

The papers, published separately by the Department of the Environment, Transport and the Regions and the Welsh Office, will cover areas such as best value, capital and revenue finance, renewing local democracy, ethics and council accountability.

They will precede publication of English and Welsh white papers this summer, with the expectation of a single Local Government Bill in the autumn.

The white paper could include:

- A new duty on councils to promote economic, social and environmental well-being

- Consideration of means to increase electoral turn-out

- Implementation of best value.
