The Scotsman reports (p9) that the controller of audit, John Broadfoot, is investigating expenditure on referendums and surveys carried out by district councils to test public opinion on local government reform.

Unlike regional councils, districts do not have powers under 1973 local government legislation to carry out research relating to their area. A recent law also places restrictions on the use of material that might benefit a particular political party.

Mr Broadfoot said he was taking into consideration the degree of freedom given to districts in the white paper on restructuring.
