Housing and technical services manager Walter Jones said the authority should not be afraid of taking a tough stand 'if it meant protecting children'.
The council has called on Wales's 21 other authorities to take the same stand and back each other if a court challenge is made.
It also wants housing associations to adopt the policy.
Hounslow LBC won a significant victory when the High Court ruled it was within its rights to refuse to house a convicted paedophile in February.
In January, Dundee City Council evicted a convicted abuser from his home on the grounds that the law provided for it to recover any home that had been used for immoral or illegal purposes.
Middlesbrough BC is currently consulting residents on using its discretionary powers to disallow paedophiles from council tenancies.
The Chartered Institute of Housing is also pressing the DoE and the Home Office to draw up clear guidelines on an issue which they say is 'beginning to divide our communities'.
